On February 9, Russian Deputy Foreign Minister Sergei Ryabkov announced that Russia and the United States have not reached any agreement on negotiating a new strategic arms reduction treaty. According to Jin10, Ryabkov noted recent statements from the U.S., including those at the highest levels, but stated there is currently no reason to discuss initiating such negotiations. The New Strategic Arms Reduction Treaty between the U.S. and Russia expired on February 5, leaving the two countries without a bilateral arms control agreement following the 2019 expiration of the Intermediate-Range Nuclear Forces Treaty.
