وافقت الجمعية الوطنية الفرنسية مساء أمس على قرار بزيادة المساعدات لاوكرانيا يتضمن الدعوة الي مصادرة الاصول الروسية المجمدة.
وأعلنت رئيسة الجمعية الوطنية يائيل برون بيفيه أن القرار حصل على تأييد 288 نائبا، بينما عارضه 54 نائبا.
وفي نهاية فبراير الماضي، قال الرئيس الفرنسي إيمانويل ماكرون إن مصادرة الأصول الروسية غير ممكنة لأنها تتعارض مع القانون الدولي. ورغم ذلك كلف وزارة المالية الفرنسية بدراسة العواقب المحتملة لمثل هذا القرار.
وبعد بدء العملية العسكرية الخاصة في أوكرانيا قام الاتحاد الأوروبي ودول مجموعة G7 بتجميد نحو نصف الاحتياطيات النقدية الروسية، والتي تقدر بحوالي 300 مليار يورو، منها 200 مليار يورو موجود في الاتحاد الأوروبي.
من جهتها وصفت وزارة الخارجية الروسية تجميد الأصول الروسية في أوروبا بأنه "سرقة"، مؤكدة أن الاتحاد الأوروبي يستهدف ليس فقط أموال الأفراد، ولكن أيضا الأصول الحكومية.
وحذر وزير الخارجية الروسي سيرغي لافروف من أن موسكو ستقوم بالرد على أي مصادرة للأصول. وذكر أن روسيا تمتلك القدرة على عدم إعادة الأموال التي تحتفظ بها الدول الغربية على أراضيها.

Binance’s Former CEO CZ Says France Is in Decline
Changpeng Zhao, the former CEO of cryptocurrency exchange Binance, recently made a grim assessment of France, stating that the European Union’s second-largest economy has been on the decline in recent years.
Zhao pointed to a series of crypto-related kidnappings that have taken place in France, along with the controversial detention of Telegram CEO Pavel Durov, which occurred last August.
Despite these concerns, Zhao remains hopeful that France, a key player in the EU, will eventually see improvement.
It’s also important to mention that France initiated an investigation into Binance in early 2025, as reported by Reuters.

Rise in Crypto-Targeted Crimes
France has attracted significant media attention within the crypto world this year due to a surge in kidnapping incidents tied to cryptocurrency.
In January, David Balland, co-founder of Ledger, was abducted from his residence in central France. His captors demanded a ransom of €10 million. During the ordeal, one of his fingers was severed before elite French forces managed to rescue him.
In May, the father of a wealthy crypto investor was kidnapped and later rescued. That same month, the daughter of Paymium CEO Pierre Noizat was attacked by masked men while with her child. The attackers tried but failed to shove her into a van.
Around 25 individuals involved in the disturbing kidnapping cases have been prosecuted by French authorities. New security protocols designed for crypto industry professionals have since been rolled out.

Notre-Dame’s Towers Reopen
Zhao’s remarks about France followed the reopening of the iconic Notre-Dame cathedral towers. It took five years to rebuild them after the major 2019 blaze.
CZ noted that Binance contributed to the restoration early on, saying it’s good to see the monument reopen.
“Hopefully, it helps France become safer—even in a small way,” CZ said.

Crypto riches turned into a nightmare in Paris, where a father was kidnapped in broad daylight to force his millionaire son into paying a brutal ransom.
French police freed a man over the weekend who was kidnapped in Paris as part of a ransom scheme against his rich son, prosecutors said. The victim, whose identity has not been released, was abducted on Thursday, May 2, in the 14th district of the city.
He was traced and released in a late-night operation on Saturday, May 3, in a suburb on the outskirts of the capital. Five men in their 20s were arrested in connection with the crime by French authorities. One of them was caught driving a car thought to be used in the kidnapping.
Father Targeted Over Son’s Crypto Wealth
The kidnappers were said to be targeting cash from the man’s son, a millionaire who runs a cryptocurrency marketing company in Malta with his father. The police say the kidnapping occurred mid-morning when four masked men abducted the father into a delivery van.
The motive was ransom. French news source Le Parisien indicated that the kidnappers demanded for between €5 million and €7 million. Investigators believe the attackers knew about the son’s cryptocurrency wealth and used the father as a means to intimidate him into paying.
Finger Severed To Pressure Victim’s Family
In a gruesome act meant to pressure the victim’s son, a source told AFP that one of the father’s fingers had been cut off, with police fearing further mutilation if they had not intervened.
French Interior Minister Bruno Retailleau took to X to commend the police, terming the operation “decisive.”

Previous Threats And Criminal Charges
Police are now investigating if there was a history of threats involved. The wife of the victim informed police that the family had previously received threats. Anti-gang officers and cybercrime experts are collaborating to investigate the scope of the conspiracy.
The five suspects may be charged with serious offenses, including kidnapping, blackmail, torture, and armed extortion. Police say the investigation continues.

Similar Attacks Involving Crypto Figures
This is not the first time that a member of France’s cryptocurrency community has been targeted. David Balland, co-founder of the billion-dollar crypto firm Ledger, was kidnapped on January 21 as well in Paris.
His kidnappers amputated one of his fingers and called for ransom. He was later released. His girlfriend was then discovered in a car trunk.
As cryptocurrency wealth gains popularity, French authorities seem to be grappling with an alarming trend: well-to-do individuals in the crypto community, or those associated with them, are falling victim to brutal abductions.
