In global demand spikes, Validator Zones + Zone Program keep only one zone’s stake in consensus per epoch, trading cross-zone redundancy for a tighter confirmation-latency band. Track the epoch-boundary active-stake concentration jump: if inactive-stake share rises but p95 confirmation latency doesn’t tighten, the admission control-plane isn’t working in practice.
