In order to support exports, this year we have issued export tax rebates amounting to 1.9 trillion yuan. This subsidy has enhanced competitiveness but has also lowered global commodity prices. Currently, about 170 million elderly people in the country receive rural pension insurance, with an average monthly pension of only around 200 yuan. If we were to increase their pensions to 600 yuan each, the annual expenditure would be around 700 billion yuan. As a low-income group, their Engel's coefficient is extremely high; this money can directly boost basic consumption, with an immediate multiplier effect.
The remaining 1.2 trillion can completely be used for special support for newborns. Domestic pilots have already proven: it’s not that people are unwilling to have children, but rather that the funds are not in place—when real money is invested, the effect is immediate.
For example, in Tianmen City, Hubei, which aims to be a benchmark by 2025, the local GDP is about 78.5 billion yuan. By allocating 0.5% (about 300 million yuan) as a subsidy for childbirth, the result is a 17% increase in the birth rate in 2024, exceeding the national average by three times, and marking the first positive change after eight years.
Tianmen is a county-level city, with 300 million in one county, and there are 2,800 county-level administrative regions across the country; the 1.2 trillion yuan still has even more surplus.
