The correct answer is: it depends on WHO is asking you

The screen you see is normal when sending USDT via the TRON (TRC20) network.
Binance always asks for:
✔️ Address
✔️ Network
✔️ Amount
✔️ Network fee
That is standard.
🔹 WHEN it can be a scam
🚨 If someone asks you to send USDT and:
– pressures you
– promises guaranteed profits
– says "send first and then I'll pay you"
– you cannot verify who they are
– no contract or backing
👉 THAT'S HIGH RISK
🔹 The fee is NOT a robbery
In TRC20 there is always a fee (in this case 1 USDT).
That's why you see you send 21.04 and receive 20.04.
