US President Donald Trump has approved the Sanctioning Russia Act of 2025, a bill that could impose tariffs of up to 500% on countries importing Russian-origin oil and petroleum products. The move directly threatens major buyers such as India, China and Brazil, and could further strain trade relations with Washington.
Backed by bipartisan support, the legislation empowers the US President to sharply raise duties on goods and services from countries that âknowingly engageâ in trade involving Russian petroleum or uranium. Senator Lindsey Graham, one of the billâs sponsors, said the aim is to punish nations buying discounted Russian oil that helps finance Moscowâs war in Ukraine.
The sanctions would be triggered if Russia refuses to negotiate peace with Ukraine or violates any future agreement. They could also be reinstated in the event of renewed aggression or attempts to undermine Ukraineâs government.
Graham said the bill gives Trump âtremendous leverageâ over countries continuing energy trade with Russia. He acknowledged that India has urged Washington to roll back existing tariffs, citing reduced oil imports from Moscow. However, US officials argue that Indian purchases still indirectly support Russiaâs war effort.
Trump has admitted that tariffsâsome reaching 50% on Indian goodsâhave strained ties with Prime Minister Narendra Modi. He has warned that duties could rise further if New Delhi does not âhelp on the Russian oil issue.â
India has rejected Trumpâs claim that it promised to halt Russian oil imports, stating no such assurance was given. As the sanctions bill moves forward, it adds fresh uncertainty to IndiaâUS trade ties, even as Trump positions himself as a potential mediator in the RussiaâUkraine conflict.
