The uncomfortable moment is not issuance.
It's the first transfer that shouldn't clear.
On Dusk, the rules show up at the worst time... when state tries to move. If a condition changed last week, nothing gets grandfathered because the UI still "looks fine'. The transition just will not certify.
That is when lifecycle stops being a roadmap item and turns into a recurring ticket... "why won't this move now?"
