وبحسب مسؤولين حكوميين ومحامين روس تحدثوا إلى وكالة رويترز، فقد وضعت السلطات الروسية عقبات تنظيمية وقانونية أمام آلاف الشركات الأجنبية التي علّقت عملياتها أو باعت أصولها في روسيا منذ بداية الهجوم العسكري على أوكرانيا.
وتشمل هذه العقبات متطلبات مالية وإدارية ضخمة إلى جانب مخاطر السمعة المرتبطة بالعودة إلى العمل في بيئة سياسية غير مستقرة.
وقال رئيس قسم السياسات المالية في وزارة المالية الروسية، ألكسي ياكوفليف، إن الحكومة لا تعتزم إلغاء الاتفاقات السابقة التي أبرمتها الشركات الأجنبية مع نظرائها الروس، لكنها ستفرض شروطاً إضافية لتنفيذها مثل «رسوم دخول» جديدة قد تساعد على دعم الميزانية العامة.
ورغم أن شركات كبرى مثل ماكدونالدز وهنكل وهيونداي كانت قد احتفظت بخيارات إعادة شراء عند خروجها، فإن العودة الآن باتت معقدة، خاصة وأن السوق الروسي تغير جذرياً، إذ تهيمن الشركات الصينية حالياً على أكثر من 50 في المئة من سوق السيارات مقابل أقل من عشرة في المئة قبل عام 2022، ما يجعل المنافسة السعرية تحدياً كبيراً للشركات الأوروبية.
وأشارت مصادر في السوق إلى أن شركات مثل مرسيدس-بنز ونيسان وفولكس فاغن ستكون غير قادرة على العودة دون إنتاج محلي أو الحصول على دعم حكومي، وهو أمر غير مرجح في الظروف الحالية.
كما أن شركة رينو الفرنسية مطالبة بدفع ما لا يقل عن 112.5 مليار روبل (1.37 مليار دولار) إذا رغبت في استعادة حصتها.
