According to Odaily, a new draft to discuss market structure from the U.S. House of Representatives aims to clarify the classification of digital commodity transactions. As reported by Forbes journalist Eleanor Terrett, the draft specifies on page 49 that transactions related to the sale of digital commodities do not constitute securities, provided that they do not grant the buyer ownership rights in the issuer's business or its profits or assets.
