Walrus is more than a data layer of optimism; it is an availability system of enforcement. Instead of assuming rogue behavior or best-effort replication, Walrus treats data availability as a metric that must always be attested. Information either is and is able to be retrieved and reconstructed or it does not exist. This changes the paradigm of storage being a passive service to it being an active guarantee, where persistence is not a hope but a cryptographically assured reality.
