This approach is suitable for creating a 'decentralized execution layer.' Additionally, Buterin suggests decentralized, diverse, and non-tokenized preference settings, such as anonymous voting with MACI to prevent collusion, to maximize intrinsic motivation and avoid token holders gaining control. Prediction markets are considered the best primitive for achieving 'decentralized governance.'
