So he used Internation Emergence Economic Powers Act and Supreme Court already ruled:

- Trade deficits are not a national emergency
- President exceeded authority
- Tariffs may have been an unconstitutional executive action

This means tariffs will almost 100% will be ruled as illegal

After that, this $600B must be returned

Such a process will take not months but maybe even years

That is the real problem that will cause:

- Unclear trade policy
- Companies don't know future import costs
- Government may push new tariffs
- Trade negotiations reopen globally

This is very bearish short and mid-term with huge volatility spike, yields more unpredictably, inflation, etc
